No, no, it’s not a report card on Singapore’s dominant political party. It’s a report card from Times Of My Life, who attended the Aljunied branch PAP kindgarten in 1968.

If you see carefully the above Report Card;
- The Chinese text is above the English.
- The address (436, Pesiaran Keliling) of the Kindergarten or the Road name does not exist anymore.
- Postal code probably still not introduced yet.

Persiaran Keliling is the old name of MacPherson Estate.

Postal district(PD) codes were definitely in use at that time. The PD for Persiaran Keliling was only not printed on the report card. The PD then was either a single or double-digit. My residence at Cheng Yan Place/Bugis Street area was PD 7 whereas South Bridge Road was PD 1 and Geylang was PD 14.

“Pesiaran Keliling” was the original
name of Circuit Road. Name changed early to mid-seventies I think, which means hardly ten years after Macpherson Estate was developed and the street built. No idea why.
The Malay name means Circuit Drive. (By the way, Penang has Pesiaran Gurney which is the Malaysian name for Gurney Drive).
Along with the change to Circuit Road, the “Jalans” in the estate became “Roads”, so Jalan Balam > Balam Road; Jalan Pipit > Pipit Road; Jalan Merpati > Merpati Road.
Those are bird names, by the way:
Balam = Zebra Dove
Pipit = Munia
Merpati = Pigeon

Sorry, wrong code, should be postal code 13. 14 is for Old Airport Rd.
